harmony of the community is blissful

Bhikkhus, one factor (dhamma) arises in this world for the happiness, benefit and welfare of many people. What is that factor (dhamma)? Harmony of the community. Bhikkhus, when a community is in harmony, there is no abusing one other, no blaming one another, no fighting against one another, no abandoning one another. Then unpleasant ones also become happy, the pleasant ones become happier.  Then the Buddha said in verse:

Blissful is the harmony of the community

and the protection of the harmony.

One who is intent on harmony, standing firm on the dhamma,

does not destroy that tranquility of the bond.

Unifying the community, she rejoices in the community as proper.
